to Provide Complete Check Services Solution 
to The Navy Exchange Service Command
 

September 11, 2002, Agoura Hills CA., Electronic Clearing House, Inc. (NASDAQ:ECHO), a leading provider of electronic payment services, today announced
that the Company has entered into an agreement to provide a complete check management solution to the Navy Exchange Service Command (NEXCOM).

Located in Virginia Beach, Va., NEXCOM operates Navy Exchanges, Navy Lodges, Navy Uniform Shops and Ship’s Stores for the Department of the Navy. Retail facilities include main stores, garden shops, convenience stores, uniform shops and package stores. Service facilities include food/vending service, barber/beauty shops, optical shops, flower shops, gas stations, laundry/dry cleaning and photo finishing.

Electronic Clearing House entered into the agreement through its relationship with Cincinnati-based Provident Bank (NASDAQ:PFGI). The check solution enables NEXCOM to streamline and automate the process of receiving and accounting for checks from its customers. The components of this service include:

• Consolidated returns and electronic check imaging through Provident Bank
• Automated check re-presentment for check returned insufficient funds
• A second re-presentment of the returned check, using ECHO’s SmartDate (payday) technology to increase probability of check clearing.
