 Appointment of Alex J. Seltzer as COO and CIO  

Seltzer to lead ECHO’s operations and information technology activities

Agoura Hills Calif., August 29, 2002

Electronic Clearing House, Inc. (NASDAQ:ECHO) a leading provider of electronic payment services, today announced the appointment of Alex J. Seltzer as Chief Operating Officer and Chief Information Officer.  Seltzer will oversee all of ECHO’s operations and information technology activities.

Barry, Chairman and CEO of Electronic Clearing House. “In addition to his enthusiastic leadership style, his technical background includes many years in designing and operating authorization and settlement systems, developing internet-based applications, and overseeing data center operations exhibiting the highest levels of security, availability, and transactional integrity.  Under Alex’s leadership, I expect the strong technology foundation that ECHO has built and operates today will become even stronger and I think Alex’s expertise and dedication will assist us greatly in achieving our growth objectives.” 

Beginning in 1991, Seltzer spent 11 years as the CIO of Online Resources Corporation in McLean, VA., a firm currently serving over 540 banks – providing outsourced online banking and bill payment services to the banks’ retail and small business customers.  Seltzer, a co-founder of Online Resources, established, grew, and led all technology and product efforts. 

Since leaving Online Resources in 2001, Seltzer served as a technology and strategic consultant to clients including the U.S. National Security Agency and several large corporations.  His previous experience includes over 14 years in systems design, telecommunications, and strategic consulting.

Seltzer holds a BS in Applied Math and Computer Science from the Massachusetts Institute of Technology (MIT) and an MBA from the Stanford Graduate School of Business.
